Well, they usually have a lot of own ideas but the reality is that the only rule you have to consider is that combustible material can not be more than 85 degrees during normal usage. You can always ask for a test of temperature.
And if you use CE-marked material with specifications, the chimney sweeper or anyone can not stop the use of it.
Why not use an insulated steel chimney? Then you can keep maybe 50 mm from the roof, no worries! On the outside, the pipe will seldom get over 100 degrees. And if it does and you keep say 50 mm to the roof, you can do your own calucations about how warm the max temperature can be on combustible! You will have plenty plenty of margins up to 85 degrees anyway!
